Shri Hardayal Devgun was a prominent Indian politician who represented East Delhi constituency in the 4th Lok Sabha in 1967. He was born on 9 April 1921 in village Manhala, District Lahore (now in Pakistan). His father's name was Pandit Mahesh Das. He married Mrs. Nirmal in 1946 and had two daughters.
He was educated at D.A.V. College, Lahore and Punjab University Camp College, New Delhi. He was active in business and worked in the editorial department of Dainik Pratap (Urdu) and later also served as news editor of the reputed newspaper Veer Arjun (Hindi).
He was associated with Hindu Mahasabha from 1945 to 1958 and was Secretary of All India Hindu Mahasabha from 1952 to 1957. In 1964 he became President of Delhi State Bharatiya Jana Sangh. He was also a member of the Interim Metropolitan Council of Delhi from 1966 to 1967. He was particularly interested in social reforms, especially in the field of education of women, Harijans and poor children.
He has written biographies of Lokmanya Tilak and Sardar Patel in Hindi. Shri Devgun's main focus was on social and educational development, and he also had a keen interest in literature, poetry and writing.
