Vijay Kumar Malhotra was born on 3 December 1931 in Lahore, Punjab, British India, now in Pakistan. He was the fourth of seven children of Kaviraj Khazan Chand. Malhotra is remembered as an Indian politician and a sports administrator. Malhotra was elected President of Delhi Pradesh Jana Sangh (1972-75) and twice President of Bharatiya Janata Party Delhi Pradesh (1977-80, 1980-84).
Malhotra had a long active career in politics, along with Shri Kedar Nath Sahni and Madan Lal Khurana, Malhotra is credited with keeping the BJP afloat in Delhi for many years.
His biggest political victory is considered to be defeating former Prime Minister of India Manmohan Singh by a huge margin in the 1999 Indian general election. Malhotra has been a 5-time MP and 2-time MLA from Delhi over the last 45 years, making him one of the most senior BJP figures in the capital.
In the 2004 Indian general election, Malhotra was the only BJP candidate to win his seat in Delhi. Malhotra has enjoyed an unblemished and clean image throughout his distinguished career.
Malhotra is also an educationist. He holds a doctorate in Hindi literature. Apart from politics and social work, Malhotra is also involved in the administration of chess and archery clubs in Delhi.
