Madan Lal Khurana was born on 15 October 1936 in Lyallpur (present Faisalabad). His father's name was SD Khurana and mother's name was Lakshmi Devi. At the time of partition of India, he had to leave his home and lived in the refugee camp of Kirti Nagar, New Delhi.

He did his graduation from Kirori Mal College of Delhi University. Apart from this, he also studied from Allahabad University. His student politics started in Allahabad itself and he was also elected General Secretary of Allahabad University Students Union. In 1960, he became the Secretary of Akhil Bharatiya Vidyarthi Parishad. Before joining active politics, he taught at PGDAV College. There, along with leaders like Professor Vijay Kumar Malhotra, Kedar Nath Sahni, he established Jan Sangh in Delhi. He was the General Secretary of Jan Sangh from 1965 to 67.

In 1984, when the Bharatiya Janata Party was badly defeated, Khurana had a major contribution in reviving the party in the capital Delhi. When the BJP-led government was formed for the first time at the Centre, Madan Lal Khurana ji became a Union Minister. He took charge of the party as Delhi BJP State President (29 March to 19 December 2003) and also served as the National Vice President of the party.

Madan Lal Khurana ji was the Executive Councillor of Delhi from 1977 to 1980. After that he became a Metropolitan Councillor twice.

When Delhi got the status of a state, he was elected the first Chief Minister in 1993. He remained on this post till 1996. In 2013, he suffered a brain haemorrhage due to which he got away from active politics. He died on 27 October 2018.
